Is Fred Krueger REALLY the one to blame for the rash of carnage that has been plaguing kids in a small Ohio town? That's the question the ninth film in the A Nightmare on Elm Street franchise decides to ask. The answer is "OF COURSE" but it takes most of the running time of this film to get there.
